Net Skins Stroke Allocation

Net skins assign handicap strokes by hole handicap ranking. A 10 handicap receives strokes on the 10 hardest holes, an 18 handicap receives one per hole, and handicaps above 18 receive extra strokes starting again on the hardest holes.
